«الاتزان الاستراتيجي: ملامح من السياسة الخارجية المصرية في عشر سنوات»

في إطار استئناف الإصدارات التوثيقية لوزارة الخارجية، أصدرت الوزارة مؤخرًا كتابًا أبيض بعنوان «الاتزان الاستراتيجي: ملامح من السياسة الخارجية المصرية في عشر سنوات». ويُعد هذا الكتاب وثيقة استراتيجية ذات طابعٍ مؤسسي، تهدف إلى بلورة رؤية شاملة للسياسة الخارجية المصرية في ضوء التحولات الإقليمية والدولية المتسارعة. وقد جاء هذا الإصدار ليؤكد مبدأ الاتزان الاستراتيجي باعتباره الإطار المرجعي الحاكم للتحرك الدبلوماسي المصري؛ وهو مبدأ يقوم على تحقيق التوازن بين المصالح الوطنية والانفتاح على الشراكات الدولية، بما يعكس إدراكًا عميقًا لتعقيدات النظام الدولي المعاصر.


ولا تكمن أهمية هذا الكتاب في كونه مرجعًا توثيقيًا للسياسة الخارجية فحسب، بل أيضًا في كونه أداة تحليلية تسعى إلى تقديم قراءة منهجية لدور مصر في محيطها العربي والأفريقي، وفي علاقاتها مع القوى الكبرى والمنظمات الدولية. كما يبرز الكتاب دور الدبلوماسية المصرية في دعم السلم والأمن والتنمية، ويؤكد توظيف أدوات جديدة مثل الدبلوماسية الاقتصادية والبيئية لتعزيز مكانة مصر عالميًا وربط السياسة الخارجية بالاحتياجات الداخلية. ومن ثم يؤكد الكتاب اتباع مصر سياسة خارجية متوازنة تقوم على صون المصالح الوطنية، ورفض الاستقطاب، وتعزيز الاستقرار الإقليمي، والتفاعل النشط مع مختلف الشركاء الإقليميين والدوليين على أسس الاحترام المتبادل والمنفعة المتبادلة وعدم التدخل في الشؤون الداخلية للدول.
وعليه، يسعى هذا العرض العلمي إلى تقديم قراءة أكاديمية معمقة لمضامين الكتاب، من خلال تحليل مرتكزاته الفكرية، واستعراض دوائر التحرك الدبلوماسي، واستخلاص الدروس المستفادة التي يمكن أن تشكّل ملامح مستقبل السياسة الخارجية المصرية في العقد القادم.


يضم الكتاب—إلى جانب المقدمة والخاتمة—ثمانية فصول، على النحو الآتي:
المقدمة: الاتزان الاستراتيجي عقيدة استراتيجية جديدة لسياسة مصر الخارجية
جاءت مقدمة الكتاب بعنوان «الاتزان الاستراتيجي: عقيدة استراتيجية جديدة لسياسة مصر الخارجية»، وقد أوضحت الإطار العام الذي تقوم عليه السياسة الخارجية المصرية خلال السنوات العشر الأخيرة، والذي يرتكز على مفهوم «الاتزان الاستراتيجي» الذي أُعلن عنه خلال حفل إفطار الأسرة المصرية في 6 أبريل 2024 بوصفه الإطار الرئيسي الحاكم للسياسة الخارجية المصرية. ويعني هذا المبدأ إدارة علاقات مصر الخارجية بشكل متوازن يحقق المصلحة الوطنية ويحافظ على استقلال القرار السياسي دون الانحياز الكامل لأي قوة دولية.


وانعكست عقيدة «الاتزان الاستراتيجي» في عدد من التوجهات والأولويات التي تنطلق جميعها من بوصلة المصلحة الوطنية المصرية، ومن أبرزها: احترام الدولة الوطنية، ورفض الانخراط في مختلف مظاهر الاستقطاب الدولي، وتنويع الشركاء الاستراتيجيين، وتحقيق السلام في العلاقات الدولية وفقًا لأحكام القانون الدولي ومبادئ وأهداف ميثاق الأمم المتحدة، والالتزام بالحفاظ على النظام الدولي متعدد الأطراف وفي قلبه الأمم المتحدة، وكذلك الالتزام بمكافحة الإرهاب بجميع صوره وأشكاله بوصفه تهديدًا للدولة الوطنية ومؤسساتها وأمنها، والتأكيد على إدارة العلاقات الاقتصادية بين الدول بهدف تحقيق التنمية الشاملة والمستدامة في العالم. كما تولي الوثيقة اهتمامًا بالمصريين في الخارج ورعاية مصالحهم.

الفصل الأول: سياسة مصر الخارجية في محيطها العربي «استعادة زمام المبادرة»
يتناول هذا الفصل سياسة مصر الخارجية تجاه الدول العربية، ويبدأ بعرض السياق السياسي الذي تشكلت فيه توجهات السياسة الخارجية المصرية الحالية إزاء محيطها العربي في تاريخها الحديث. وقد رتبت حالة عدم الاستقرار غير المسبوقة أولويات السياسة الخارجية المصرية تجاه محيطها العربي طوال الفترة الماضية، لا سيما خلال السنوات العشر الأخيرة، بعد أن استعادت السياسة الخارجية زمام المبادرة وتحركها النشط في أعقاب ثورة 30 يونيو 2013.
 

وحددت السياسة المصرية تجاه المنطقة العربية هدفين أساسيين: مساعدة الدول العربية التي مرت بأزمات داخلية—سياسية وأمنية واقتصادية—حادة على استعادة استقرارها، ودعم جهود الدول العربية الأخرى للحفاظ على استقرارها ومنع امتداد مخاطر عدم الاستقرار وما يرتبط بها من فراغ أمني وتحديات إرهابية إليها، بالإضافة إلى تعزيز التعاون الاقتصادي مع الدول العربية بما يتكامل مع جهود التنمية الوطنية التي أطلقتها مصر منذ عام 2014.
 

وقد تم التحرك في هذا الإطار انطلاقًا من ثلاثة مبادئ أساسية:
1. الحفاظ على سيادة ووحدة أراضي الدول العربية وسلامتها الإقليمية، ورفض أي تدخلات خارجية في شؤونها.
2. التمسك بدعم وتطوير مؤسسات الدولة الوطنية، ورفض الفراغ السياسي والأمني وأي محاولة لملئه من قبل تنظيمات أو ميليشيات طائفية أو عرقية أو مذهبية.
3. دعم الطموحات المشروعة لشعوب الدول العربية التي تمر بأزمات، على أن يتحقق ذلك عبر تحديث وتطوير مؤسسات الدولة الوطنية لا على أنقاضها، وعلى أساس مفهوم المواطنة لا الولاءات الأولية، طائفية كانت أو عرقية أو مذهبية.



واستعرض الكتاب سياسة مصر الخارجية تجاه المنطقة العربية خلال العقد الماضي على مستوى القضايا الإقليمية والعلاقات الثنائية. وجاءت القضية الفلسطينية في صدارة هذه القضايا، حيث يُعد الموقف المصري منها أحد ثوابت السياسة الخارجية المصرية. ويتمثل جوهر هذا الموقف في أن الحل العادل للقضية الفلسطينية شرطٌ ضروري لا يمكن تجاوزه لتحقيق السلام والاستقرار في المنطقة، مع الالتزام بقرارات الشرعية الدولية، وتفعيل حق الشعب الفلسطيني في إقامة دولته المستقلة على حدود يونيو 1967 وعاصمتها القدس الشرقية. كما استعرض الكتاب دور الدولة المصرية خلال السنوات العشر الماضية في دعم القضية الفلسطينية، والتأكيد على عدم تصفيتها أو تهميشها، وأنه لا مجال لأي حديثٍ حقيقي عن السلام في الشرق الأوسط دون الحل الشامل والعادل والنهائي لها.


وعرض الفصل—بشكل موجز وبالأرقام والإحصائيات—ما قامت به مصر في التعامل مع الحرب في غزة التي اندلعت في 7 أكتوبر 2023؛ إذ تركزت الأولوية المصرية على جهود الوساطة للتوصل إلى اتفاق لوقف إطلاق النار أو—على الأقل—تحقيق هدنة مستدامة، وهو ما تحقق في نوفمبر 2023. وبعد القرار الإسرائيلي باستئناف الحرب في نهاية مارس 2025، قادت مصر الجهود الدبلوماسية الرامية للتوصل إلى وقف دائم لإطلاق النار بالتنسيق مع الولايات المتحدة وقطر.



كما تناول الكتاب جهود مصر في إرسال شحنات المساعدات الإنسانية الوافدة من عددٍ من دول العالم، إلى جانب مساهمات المجتمع المدني المصري لسكان القطاع عبر معبر رفح، متحديةً الضغوط والعراقيل التي وضعها الجانب الإسرائيلي لمنع تدفق المساعدات داخل القطاع، بالإضافة إلى تقديم المساعدة للجرحى والمرضى من سكان القطاع للعلاج داخل الأراضي المصرية.
وتناول الفصل كذلك الموقف المصري إزاء الأزمتين الليبية والسودانية لارتباطهما اللصيق بالأمن القومي المصري؛ إذ شهدت السنوات العشر الأخيرة اشتعال الأزمات بشكل متزامن وغير مسبوق على مختلف الاتجاهات الاستراتيجية للأمن القومي المصري، حتى أصبحت حدود مصر البرية متماسّة بشكل مباشر مع أزمات مشتعلة تهدد دول جوارها المباشر.
 

وقامت السياسة المصرية في التعامل مع هذه الأزمات على مبادئ أساسية، أبرزها: التمسك بالحفاظ على مؤسسات الدولة الوطنية، ورفض أي فراغ سياسي يفضي إلى حلول ميليشيات أو تنظيمات ذات طابع ديني أو مذهبي أو جهوي محل هذه المؤسسات، والإصرار على الحل السياسي للأزمات مع ضمان الجوهر الوطني للحلول، ورفض الإملاءات الخارجية أو محاولات التدخل في الشؤون الداخلية للدول وفرض حلول لا تتسق مع مصالحها الوطنية، أو تتجاهل دور المؤسسات الوطنية وتسعى إلى توجيه التسويات السياسية لخدمة مصالح أطراف بعينها على حساب المصلحة الوطنية الجامعة.
 

ثم استعرض الفصل العلاقات الثنائية بين مصر وباقي الدول العربية، حيث استحوذ الجانب الاقتصادي على جزءٍ مهم من مجالات التعاون، إلى جانب مجالات التعاون العلمي والفني. وتجلّى ذلك في عقد عدد من اللجان العليا المشتركة بين مصر وعدد من الدول العربية خلال السنوات الماضية، تم خلالها إبرام مذكرات تفاهم واتفاقيات في مختلف المجالات.
 

وكان لاستحداث مصر «آلية التعاون الثلاثي» كنهج جديد لتطوير مكانتها الإقليمية دورٌ مهم في تعزيز علاقاتها مع دول المنطقة؛ إذ انعكس ذلك في إنشاء «آلية التعاون الثلاثي بين مصر والعراق والأردن» عام 2019، والتي تهدف إلى تعزيز التعاون الاقتصادي والأمني والتجاري بين الدول الثلاث وتوحيد رؤاها تجاه القضايا ذات الاهتمام المشترك. وقد عقدت هذه الآلية حتى الآن أربعة اجتماعات على مستوى القمة، إضافة إلى التنسيق السياسي والأمني على المستوى الوزاري.


الفصل الثاني: عودة مصر إلى ريادتها الأفريقية «عقد من التنمية والتعاون»
يتناول هذا الفصل أهمية البعد الأفريقي الذي أصبح يمثل «بعدًا مركزيًا» في استراتيجية مصر الجديدة بعد سنوات من تآكل الدور المصري في القارة، حيث تحول الاهتمام بأفريقيا من مجرد دائرة جغرافية إلى مجال حيوي للشراكة الاستراتيجية والأمن القومي. ومن هنا جاءت الاستجابة المصرية عبر ثلاثة محاور:
• المحور الأول: العودة إلى الاتحاد الأفريقي، ليس فقط برفع التجميد عن الأنشطة، بل باستعادة الدور القيادي لمصر داخل الاتحاد، وهو ما تُوِّج بتولي مصر رئاسة الاتحاد الأفريقي عام 2019.
• المحور الثاني: إعادة تأسيس دور مصري نشط في أفريقيا على أسس الشراكة التنموية وتعزيز العلاقات الثنائية السياسية والاقتصادية، وتقديم مقترحات عملية للتعاون الفني والتجاري والاستثماري، مع التركيز على دور الشركات المصرية في تنفيذ مشروعات بنية تحتية كبرى في القارة مثل «سد جوليوس نيريري» في تنزانيا.
• المحور الثالث: بلورة سياسة مائية مصرية تقوم على المزج بين التعاون التنموي والمائي مع دول حوض النيل والتمسك بحقوق مصر المائية، في إشارة إلى التعامل مع ملف سد النهضة، مع التركيز على المصالح المشتركة والشراكات التنموية التي يستفيد منها الجميع.

الفصل الثالث: «من الجوار إلى الشراكة الاستراتيجية» السياسة المصرية تجاه القارة الأوروبية
يتناول هذا الفصل السياسة المصرية تجاه أوروبا عبر عدد من المحاور، من أبرزها:
• التحول نحو الشراكة الشاملة: باعتبار عام 2025 نقطة تحول تاريخية انتقلت خلالها العلاقة من تعاونٍ ثنائي إلى شراكة استراتيجية وشاملة مع الاتحاد الأوروبي.
• تعدد المسارات: من خلال تطوير العلاقات مع قوى أوروبية مختلفة، بما في ذلك ألمانيا وفرنسا وإيطاليا وإسبانيا واليونان وقبرص، إضافة إلى دول البلقان والمجر والتشيك وبريطانيا.
 

وفيما يخص التعاون مع قبرص واليونان، يستعرض الفصل آلية التعاون الثلاثي التي تم استحداثها للتعاون بين مصر وهاتين الدولتين، وأهميتها الاستراتيجية في تعزيز علاقات مصر بدول شرق المتوسط. وبناءً على مبادرة مصرية، تأسست آلية التعاون الثلاثية بين البلدان الثلاثة في القاهرة في 8 نوفمبر 2014 إطارًا للتنسيق على مستوى القمة. 

واستضافت قبرص القمة الثانية في 29 أبريل 2015، ثم عقدت قمة أثينا في 9 ديسمبر 2015، وصولًا إلى القمة العاشرة التي استضافتها القاهرة في 8 يناير 2025، بما عكس انتظامًا غير مسبوق في التشاور رفيع المستوى، وترسيخًا لهذه الآلية كأحد أبرز محاور العمل الجماعي في الإقليم.
 

ولا يقتصر دور هذه الآلية على التنسيق السياسي، بل يمتد ليشمل دفع التعاون الاقتصادي والتقني عبر مشروعات إقليمية كبرى، من أبرزها مشروع الربط الكهربائي بين مصر واليونان، الذي يشكّل خطوة رائدة في ربط مصر بالشبكة الأوروبية لنقل الكهرباء، ويضعها في موقع استراتيجي كمصدر مستدام للطاقة النظيفة إلى القارة الأوروبية، في ظل التحولات العميقة في ملف الطاقة، خاصة بعد الحرب الروسية–الأوكرانية.
 

كما ركز الكتاب على دور مصر شريكًا استراتيجيًا في حماية أمن المتوسط، ومكافحة الهجرة غير الشرعية، وتأمين إمدادات الطاقة لأوروبا، وأشار إلى الحزمة التمويلية والاستثمارية الأوروبية التي تم الاتفاق عليها في 2025 لدعم الاقتصاد المصري، وتشمل قروضًا ومساعدات لمشروعات تنموية وتحديث الصناعة.

الفصل الرابع: الاتزان الاستراتيجي في ظل نظام دولي متغير «التحرك المصري تجاه آسيا»
يمثل هذا الفصل العلاقات المصرية مع دول آسيا—التي اكتسبت زخمًا غير مسبوق خلال السنوات العشر الأخيرة—بوصفها نموذجًا للمرونة الاستراتيجية وتطبيق مبدأ الاتزان الاستراتيجي، ليس فقط من زاوية الاستجابة لتغيرات توازنات النظام الدولي وتنويع الخيارات الاستراتيجية المصرية والتعاون مع القوى الصاعدة، في ظل بروز منطقة المحيطين الهادئ والهندي مركزَ ثقلٍ صاعدًا في السياسة الدولية، بل أيضًا من زاوية تنامي أهمية الدبلوماسية الاقتصادية على جدول أعمال السياسة الخارجية المصرية.
 

ويعرض الفصل محاور عدة، منها: تنويع بدائل التحرك وبناء شبكة علاقات متوازنة مع الأقطاب الآسيوية الكبرى (الصين، الهند، اليابان) دون الانخراط في تنافسها الجيوسياسي؛ وتطور «الشراكة الاستراتيجية الشاملة» مع الصين ومشاركة مصر في مبادرة «الحزام والطريق»، مع التركيز على الاستثمارات الصينية في المنطقة الاقتصادية لقناة السويس؛ والطفرة في العلاقات المصرية–الهندية خصوصًا بعد تبادل الزيارات رفيعة المستوى في عامي 2024 و2025؛ والتعاون مع اليابان وكوريا الجنوبية في التعليم والتصنيع والرقمنة؛ إضافة إلى أهمية الانضمام إلى تجمعات اقتصادية تضم قوى آسيوية مثل «البريكس»، وعلاقات مصر مع دول رابطة «الآسيان» (مثل فيتنام وإندونيسيا) ضمن مسارات الدبلوماسية الاقتصادية الجديدة.
 

ويخلص الفصل إلى أن التوجه شرقًا نحو آسيا لم يكن «بديلًا» عن الشراكات التقليدية، بل تطبيقًا عمليًا لمبدأ الاتزان الاستراتيجي الهادف إلى تعظيم الفرص التنموية والأمنية للدولة المصرية.

الفصل الخامس: العلاقات المصرية–الأمريكية «شراكة استراتيجية ممتدة»
تمثل العلاقات المصرية–الأمريكية، التي تأسست عام 1922، نموذجًا لشراكة استراتيجية ممتدة ازدادت رسوخًا وعمقًا عبر العقود، بما يلبّي احتياجات سياسية واستراتيجية أساسية للطرفين. فالولايات المتحدة تؤدي دورًا قياديًا في القضايا العالمية والإقليمية بحكم وضعيتها كقوة عظمى، بينما تضطلع مصر بدور محوري في الشرق الأوسط وأفريقيا والعالم الإسلامي ودول الجنوب العالمي.
 

وتقوم هذه الشراكة على مبدأ دعم المصالح المشتركة وتقاسم الأعباء بين الشريكين. وقد مثّلت السنوات العشر الماضية مرحلة مفصلية في تطور العلاقة؛ إذ شهدت الفترة التالية لثورة 30 يونيو 2013 تباينًا ظرفيًا تمثل في تعليق المساعدات العسكرية لمصر في أغسطس 2013، قبل أن تتكيف العلاقة مع الواقع الجديد وتُعاد صياغة الشراكة الاستراتيجية من خلال مراجعة قرار التعليق واستئناف المساعدات في مجالات الأمن القومي وتعزيز القدرات المصرية في مكافحة الإرهاب. كما تعززت الشراكة عبر السنوات الماضية بغض النظر عن تغير الإدارات الأمريكية، بدءًا من التواصل المكثف على مستوى دبلوماسية القمة وصولًا إلى مأسسة وانتظام آلية الحوار الاستراتيجي، ودعم التعاون في مجالات مكافحة الإرهاب والأمن البحري ومكافحة الهجرة غير الشرعية والحفاظ على الاستقرار الإقليمي والمساهمة في حل أزمات المنطقة.
وفي هذا السياق، تُدار العلاقة مع الولايات المتحدة بوصفها علاقة استراتيجية ضرورية وفق مبدأ الاتزان الاستراتيجي لا التبعية.

الفصل السادس: الدور المصري في المنظمات الدولية والدبلوماسية متعددة الأطراف
تعد مصر عضوًا مؤسسًا للنظام الدولي متعدد الأطراف الذي نشأ في أعقاب الحرب العالمية الثانية. ويقوم الموقف المصري على قناعة مفادها أن إقامة المؤسسات الدولية متعددة الأطراف وتدعيمها شرطٌ ضروري لبناء علاقات دولية مستقرة ونظام دولي عادل وفاعل، يقوم على احترام قواعد القانون الدولي وتوازن المصالح والمسؤوليات بين الدول، والاحترام المتبادل للسيادة وعدم التدخل في الشؤون الداخلية، ونشر ثقافة السلام والمساواة بين الدول والشعوب.
 

وتناول هذا الفصل ملامح الإسهام المصري داخل منظومة الأمم المتحدة والمنظمات الدولية متعددة الأطراف على مدار السنوات العشر الماضية، في مواجهة التحديات التي تمس السلم والأمن الدوليين، والتحديات الجديدة مثل الهجرة غير الشرعية ومكافحة الاتجار بالبشر وقضايا حقوق الإنسان وغيرها.
 

واستند النشاط المصري إلى ثلاثة مبادئ أساسية: تفعيل النظام الدولي متعدد الأطراف؛ والحفاظ على الدولة الوطنية القائمة على مفاهيم المواطنة والديمقراطية والمساواة؛ والتأكيد على أن خطر تفكك الدول بسبب النزاعات الأهلية والعرقية والطائفية أحد أسباب تفشي النزاعات المسلحة والإرهاب والجريمة المنظمة والتجارة غير المشروعة في السلاح والمخدرات وغيرها. ويضاف إلى ذلك الالتزام بإيجاد حلول سلمية ومستدامة للنزاعات الدولية، وضرورة مساعدة الدول والمناطق الخارجة من نزاعات على تطوير استراتيجيات لإعادة تأهيل مؤسساتها وبدء مرحلة إعادة البناء والتنمية وفقًا للأولويات الوطنية مع عدم التدخل في الشؤون الداخلية، فضلًا عن الالتزام بتحقيق التنمية الشاملة والمستدامة.
 

كما تناول الفصل دور مصر في ملفات عدم الانتشار النووي ونزع السلاح، وقضايا الهجرة واللاجئين ومكافحة الاتجار بالبشر، مع التأكيد على مبدأ الإدارة المشتركة لتدفقات الهجرة بما يراعي مصالح الجميع. واستعرض كذلك نشاط مصر في بعض الوكالات الدولية مثل اليونسكو ومنظمة الصحة العالمية ومنظمة الأغذية والزراعة (الفاو)، ونشاطها في القضايا ذات الصلة بحقوق الإنسان، ودورها في المنظمات الإقليمية، فضلًا عن دور الدبلوماسية القانونية المصرية.
 

وفي هذا السياق، تنظر مصر إلى المنظمات الدولية بوصفها منصةً رئيسية لترجمة سياستها الخارجية؛ إذ توظفها لتعزيز السلم والأمن، ودعم التنمية، والدفاع عن مصالح الدول النامية. ويعكس هذا النهج إدراكًا بأن التعددية الدولية هي السبيل الأمثل لتحقيق الاتزان الاستراتيجي، رغم التحديات المرتبطة بتأثير القوى الكبرى وحدود الموارد.

الفصل السابع: مكافحة الإرهاب الدولي
يعرض هذا الفصل بعض جوانب السياسة الخارجية المصرية ومبادئها المنظمة لتحركها في مواجهة التحديات متعددة الأوجه التي فرضتها ظاهرة الإرهاب الدولي، ويرصد مساعي مصر إقليميًا ودوليًا لوضع أسس منظومة عالمية تستند إلى توافق دولي شامل ومتوازن لتعزيز مكافحة الإرهاب.
 

 

ويرتكز التحرك المصري في المنظمات الدولية والإقليمية على محاور، من أبرزها: تحويل القرارات والتوافقات الدولية إلى خطوات عملية ذات أثر ملموس، بما في ذلك تعزيز دور الأمم المتحدة في بناء قدرات الدول لمواجهة الإرهاب؛ والتصدي الشامل لسرديات الخطاب الإعلامي المتطرف وأيديولوجيات التنظيمات الإرهابية عبر التنسيق بين الجهود القائمة، وتقديم المساعدات الفنية وبناء القدرات وحشد الموارد المالية؛ والتنفيذ الكامل لقرارات مجلس الأمن المتعلقة بمكافحة تمويل الإرهاب، وتوافر الإرادة السياسية لإلزام الدول والأطراف الممولة أو الداعمة بوقف التمويل، مع مساعدة الدول على بناء قدراتها للوفاء بالتزاماتها؛ والتصدي لظاهرة المقاتلين الإرهابيين الأجانب بوصفها من أخطر جوانب الظاهرة، والتعامل بحزم مع الاستخدام المتزايد للإنترنت من قبل التنظيمات الإرهابية، والسعي إلى أرضية مشتركة بين الدول للتصدي لذلك، مع التأكيد على دور الأمم المتحدة بوصفها مظلة العمل الدولي في هذا الشأن.

الفصل الثامن: الدبلوماسية الاقتصادية والبيئية
يركز هذا الفصل على العمل الدبلوماسي الاقتصادي المصري، فضلًا عن دور الدبلوماسية البيئية، باعتبارهما نموذجين لاستجابة الدبلوماسية المصرية لمقتضيات التحول من نماذج النمو الاقتصادي التقليدية إلى نموذج التنمية الشاملة المستدامة.
وقد أسهمت الدبلوماسية الاقتصادية المصرية في تنفيذ الاستراتيجية الوطنية في قطاعات استراتيجية ذات أولوية في خطط التنمية، مثل قطاع الطاقة وقطاع النقل والإمداد اللوجستي. كما عززت الدبلوماسية المصرية دورها داخل المنظمات والمحافل الاقتصادية الدولية متعددة الأطراف، وفي مقدمتها المجلس الاقتصادي والاجتماعي للأمم المتحدة، الذي تُنظم في إطاره مؤتمرات ومنتديات مهمة، أبرزها منتديات تمويل التنمية السنوية ومؤتمر الأمم المتحدة للتجارة والتنمية (الأونكتاد).
ومن إنجازات هذا التحرك انضمام مصر إلى تجمع «البريكس»، بما يتيح فرصًا لتعزيز الجهود الوطنية لتحقيق التنمية الاقتصادية والاجتماعية، وزيادة فرص جذب الاستثمارات الأجنبية، وتعزيز العلاقات الاقتصادية والتبادل التجاري مع دول التجمع، وإتاحة فرص نقل الخبرات والتكنولوجيا.
أما على صعيد الدبلوماسية البيئية، فقد كثفت مصر مشاركتها في الجهود الدولية متعددة الأطراف لمواجهة تغير المناخ، إدراكًا للتغيرات الهيكلية في النظامين الاقتصادي والتجاري العالمي، وسعيًا لضمان تمثيل مصالحها في صياغة النظام البيئي العالمي الجديد. ويبرز الدور التفاوضي للدبلوماسية البيئية المصرية في مؤتمرات أطراف تغير المناخ خلال السنوات العشر الماضية، وكذلك في مؤتمرات التنوع البيولوجي، حيث أسهمت الدبلوماسية المصرية في صياغة الإطار العالمي للتنوع البيولوجي لما بعد عام 2020، من خلال وضع أهداف عملية قابلة للتنفيذ مدعومة بآليات واضحة، مع التركيز على ثلاثة محاور: المحور السياسي لتعزيز الحضور السياسي لقضايا التنوع البيولوجي دوليًا وإقليميًا ووطنيًا؛ والمحور الإعلامي لرفع الوعي العام بقيمة التنوع البيولوجي وأهميته للتنمية المستدامة؛ ومحور التمويل لحشد الموارد المالية اللازمة لدعم استراتيجيات التنوع البيولوجي.

Within the framework of resuming the Ministry of Foreign Affairs’ documentary publications, the Ministry recently issued a white paper entitled “Strategic Balance: Features of Egyptian Foreign Policy Over Ten Years.” This white paper constitutes an institutional strategic document that seeks to articulate a comprehensive vision of Egyptian foreign policy in light of rapid regional and international transformations. The publication underscores the principle of strategic balance as the governing reference framework for Egypt’s diplomatic movement—a principle grounded in balancing national interests with openness to international partnerships, reflecting a deep awareness of the complexities of the contemporary international system.

 

The importance of this white paper lies not only in its value as a documentary reference on foreign policy, but also in its function as an analytical tool offering a methodical reading of Egypt’s role in its Arab and African environments, and in its relations with major powers and international organizations. The paper highlights the role of Egyptian diplomacy in supporting peace, security, and development, and stresses the adoption of new instruments—such as economic and environmental diplomacy—to enhance Egypt’s global standing and link foreign policy to domestic needs. Accordingly, the document affirms that Egypt follows a balanced foreign policy that safeguards national interests, rejects polarization, strengthens regional stability, and engages actively with diverse regional and international partners on the basis of mutual respect, mutual benefit, and non-interference in states’ internal affairs.

 

Accordingly, this scholarly review seeks to provide an in-depth academic reading of the white paper’s content by analyzing its intellectual foundations, surveying the circles of diplomatic action, and drawing lessons that may help shape the contours of Egyptian foreign policy over the coming decade.

 

The book includes—besides the introduction and conclusion—eight chapters, as follows:

Introduction: Strategic Balance as a New Strategic Doctrine for Egypt’s Foreign Policy
The introduction, titled “Strategic Balance: A New Strategic Doctrine for Egypt’s Foreign Policy,” sets out the general framework underpinning Egyptian foreign policy over the past ten years. It is anchored in the concept of “strategic balance,” which was announced during the Egyptian Family Iftar on 6 April 2024 as the principal governing framework for Egyptian foreign policy. This principle means managing Egypt’s external relations in a balanced manner that serves the national interest and preserves the independence of political decision-making without full alignment with any single international power.

 

The doctrine of strategic balance has been reflected in a set of orientations and priorities, all guided by the compass of Egypt’s national interest. Most notably: respect for the nation-state; refusal to become embroiled in manifestations of international polarization; diversification of strategic partners; pursuit of peace in international relations in accordance with international law and the principles and purposes of the UN Charter; commitment to maintaining the multilateral international order with the United Nations at its core; commitment to combating terrorism in all its forms as a threat to the nation-state, its institutions, and security; and emphasis on managing economic relations between states to achieve comprehensive and sustainable development globally. The document also pays attention to Egyptians abroad and the protection of their interests.


 

Chapter One: Egypt’s Foreign Policy in Its Arab Environment — “Restoring the Initiative”
This chapter addresses Egypt’s foreign policy toward Arab states, beginning with the political context in which Egypt’s current foreign policy orientations toward the Arab region took shape in modern history. The unprecedented instability that has characterized the region has organized Egypt’s foreign policy priorities toward its Arab environment over the past period, particularly over the last decade, after foreign policy regained the initiative and active movement in the aftermath of the 30 June 2013 Revolution.

 

Egypt’s policy toward the Arab region identified two core objectives: assisting Arab states that have experienced severe internal political, security, and economic crises to restore stability; and supporting other Arab states’ efforts to preserve stability and prevent the spillover of instability risks—along with the associated security vacuum and terrorist challenges—into their territories. This is in addition to enhancing economic cooperation with Arab states in a manner that complements Egypt’s national development efforts launched since 2014.
Movement within this framework proceeded from three fundamental principles:
1. Preserving the sovereignty, unity, and territorial integrity of Arab states, and rejecting any external interference in their affairs.
2. Upholding support for and development of national state institutions, rejecting political and security vacuums and any attempts to fill them by sectarian, ethnic, or religious organizations or militias.
3. Supporting the legitimate aspirations of Arab peoples undergoing crises, provided that this is achieved through modernizing and developing national state institutions—not on their ruins—and on the basis of citizenship rather than primordial loyalties, whether sectarian, ethnic, or doctrinal.

 

The book reviews Egypt’s foreign policy toward the Arab region over the past decade at the levels of both regional issues and bilateral relations. The Palestinian cause occupies the forefront of these issues, as Egypt’s position on it is one of the constants of Egyptian foreign policy. The essence of this position is that a just solution to the Palestinian issue is an indispensable condition for achieving peace and stability in the region, alongside adherence to international legitimacy resolutions and activation of the Palestinian people’s right to establish an independent state on the borders of June 1967 with East Jerusalem as its capital. The book also reviews Egypt’s role over the past ten years in supporting the Palestinian cause, affirming that it cannot be liquidated or marginalized, and that there can be no genuine talk of peace in the Middle East without a comprehensive, just, and final settlement.

 

The chapter also presents—briefly and with figures and statistics—Egypt’s actions in dealing with the Gaza war that erupted on 7 October 2023. Egypt’s priority centered on mediation efforts to reach a ceasefire agreement or—at minimum—achieve a sustainable truce, which was realized in November 2023. After the Israeli decision to resume the war in late March 2025, Egypt led diplomatic efforts aimed at reaching a permanent ceasefire in coordination with the United States and Qatar.

 

The book further addresses Egypt’s efforts to deliver humanitarian aid shipments arriving from a number of countries, in addition to contributions by Egyptian civil society to Gaza’s residents via the Rafah crossing, in defiance of Israeli pressures and obstacles intended to prevent aid from reaching the Strip, as well as providing assistance for wounded and ill Gazans to receive treatment inside Egyptian territory.

 

The chapter also discusses Egypt’s position regarding the Libyan and Sudanese crises due to their direct connection to Egyptian national security. Over the past ten years, crises have erupted simultaneously and in an unprecedented manner across Egypt’s various strategic directions, to the point that Egypt’s land borders have become directly contiguous with active crises threatening its immediate neighbors.

 

Egypt’s policy in addressing these crises has rested on key principles, most notably: maintaining national state institutions; rejecting any political vacuum that would allow militias or organizations of religious, sectarian, or regional character to replace these institutions; insisting on political solutions while ensuring their national essence; rejecting external diktats or attempts to interfere in states’ internal affairs and impose solutions that do not align with national interests, or that disregard national institutions and seek to steer political settlements to serve the interests of certain parties at the expense of the overarching national interest.

 

The chapter then reviews bilateral relations between Egypt and other Arab states, where the economic dimension has occupied an important share of cooperation areas alongside scientific and technical cooperation. This has been reflected in the convening of a number of joint higher committees between Egypt and several Arab states in recent years, during which memoranda of understanding and agreements were concluded across diverse fields.

 

Egypt’s creation of a “trilateral cooperation mechanism” as a new approach to enhancing its regional standing also played an important role in strengthening relations with regional states. This was reflected in establishing the Egypt–Iraq–Jordan Trilateral Cooperation Mechanism in 2019, aiming to enhance economic, security, and trade cooperation among the three countries and unify their visions regarding issues of common interest. This mechanism has held four summit-level meetings to date, in addition to political and security coordination at the ministerial level.


Chapter Two: Egypt’s Return to African Leadership — “A Decade of Development and Cooperation”
This chapter addresses the importance of the African dimension, which has become a “central dimension” in Egypt’s new strategy after years of erosion in Egypt’s role on the continent. Interest in Africa shifted from being merely a geographic circle to a vital arena for strategic partnership and national security. Egypt’s response came through three tracks:
• First track: returning to the African Union—not only by lifting the suspension of activities, but by restoring Egypt’s leadership role within the Union, culminating in Egypt’s assumption of the AU Chairmanship in 2019.

• Second track: re-establishing an active Egyptian role in Africa on the basis of development partnership and strengthening political and economic bilateral relations, with practical proposals for technical, trade, and investment cooperation—while emphasizing the role of Egyptian companies in implementing major infrastructure projects such as the Julius Nyerere Hydropower Project in Tanzania.
• Third track: formulating an Egyptian water policy that combines development and water cooperation with Nile Basin states while upholding Egypt’s water rights—referring to engagement with the GERD file—focusing on shared interests and development partnerships beneficial to all.


Chapter Three: “From Neighborhood to Strategic Partnership” — Egyptian Policy Toward Europe
This chapter addresses Egyptian policy toward Europe through several axes, most notably:
• Shift toward a comprehensive partnership: with 2025 presented as a historic turning point in which relations moved from bilateral cooperation to a strategic and comprehensive partnership with the European Union.
• Multiple tracks: through developing relations with various European powers, including Germany, France, Italy, Spain, Greece, and Cyprus, in addition to Balkan states, Hungary, the Czech Republic, and the United Kingdom.

Regarding cooperation with Cyprus and Greece, the chapter reviews the trilateral cooperation mechanism created to coordinate among Egypt, Cyprus, and Greece, and its strategic importance for strengthening Egypt’s relations in the Eastern Mediterranean. Based on an Egyptian initiative, the trilateral mechanism was established in Cairo on 8 November 2014 as a summit-level coordination framework. Cyprus hosted the second summit on 29 April 2015, followed by the Athens summit on 9 December 2015, reaching the tenth summit hosted by Cairo on 8 January 2025—reflecting unprecedented regularity in high-level consultations and entrenching the mechanism as one of the most prominent pillars of collective action in the region.

 

The role of this mechanism is not limited to political coordination; it extends to advancing economic and technical cooperation through major regional projects, notably the Egypt–Greece electricity interconnection project. This constitutes a pioneering step in linking Egypt to the European electricity transmission grid and positions Egypt strategically as a sustainable source of clean energy for Europe, amid profound transformations in the energy file—especially after the Russia–Ukraine war.

 

The book also emphasizes Egypt’s role as a strategic partner in protecting Mediterranean security, combating irregular migration, and securing Europe’s energy supplies. It references the European financing and investment package agreed in 2025 to support the Egyptian economy, including loans and assistance for development projects and industrial modernization.


Chapter Four: Strategic Balance in a Changing International System — “Egypt’s Movement Toward Asia”
This chapter presents Egypt’s relations with Asian countries—relations that have gained unprecedented momentum over the past ten years—as a model of strategic flexibility and of applying the principle of strategic balance. This is not only in response to shifts in international power balances, diversification of Egypt’s strategic options, and cooperation with rising powers amid the Indo-Pacific’s emergence as a growing center of gravity, but also in light of the growing importance of economic diplomacy on Egypt’s foreign policy agenda.

 

The chapter covers several themes, including: diversifying options and building a balanced network of relations with major Asian poles (China, India, Japan) without becoming embroiled in their geopolitical competition; the evolution of the comprehensive strategic partnership with China and Egypt’s participation in the Belt and Road Initiative, with emphasis on Chinese investments in the Suez Canal Economic Zone; the surge in Egypt–India relations especially after high-level exchanges in 2024 and 2025; cooperation with Japan and South Korea in education, manufacturing, and digitalization; and the importance of joining economic groupings that include Asian powers such as BRICS, as well as Egypt’s relations with ASEAN states (e.g., Vietnam and Indonesia) within new economic diplomacy tracks.

 

The chapter concludes that the eastward orientation toward Asia was not an “alternative” to traditional partnerships, but rather a practical application of strategic balance aimed at maximizing Egypt’s development and security opportunities.

Chapter Five: Egypt–U.S. Relations — “An Enduring Strategic Partnership”
Egypt–U.S. relations, established in 1922, represent a model of an enduring strategic partnership that has become more solid and deeper over the decades in ways that meet core political and strategic needs for both parties. The United States plays a leading role in global and regional issues by virtue of its status as a superpower, while Egypt plays a pivotal role in the Middle East, Africa, the Islamic world, and the Global South.

 

This partnership is grounded in the principle of supporting shared interests and burden-sharing. The past decade represented a pivotal phase in the relationship’s evolution. The period after the 30 June 2013 Revolution witnessed a temporary divergence reflected in the suspension of military assistance to Egypt in August 2013, before the relationship adapted to the new reality and the strategic partnership was reframed through reviewing the suspension decision and resuming assistance in the fields of national security and enhancing Egypt’s counterterrorism capabilities. The partnership has also strengthened over the years regardless of changes in U.S. administrations—ranging from intensive summit-level diplomacy to the institutionalization and regularity of the strategic dialogue mechanism—and by supporting cooperation in counterterrorism, maritime security, combating irregular migration, preserving regional stability, and contributing to resolving regional crises.
In this context, the relationship with the United States is managed as a necessary strategic relationship under the principle of strategic balance—not dependency.


Chapter Six: Egypt’s Role in International Organizations and Multilateral Diplomacy
Egypt is a founding member of the multilateral international order that emerged after World War II. Egypt’s position rests on the conviction that establishing and strengthening multilateral international institutions is a necessary condition for building stable international relations and a just, effective international order, based on respect for international law, a balance of interests and responsibilities among states, mutual respect for sovereignty and non-interference, and the dissemination of a culture of peace and equality among states and peoples.

 

This chapter reviews features of Egypt’s contribution within the UN system and multilateral international organizations over the past ten years in confronting challenges affecting international peace and security, as well as new challenges such as irregular migration, combating human trafficking, human rights issues, and others.

 

Egyptian activity has been based on three core principles: activating the multilateral international order; preserving the nation-state based on concepts of citizenship, democracy, and equality; and emphasizing that the risk of state fragmentation due to civil, ethnic, and sectarian conflicts is among the causes of the spread of armed conflict, terrorism, organized crime, and illicit trafficking in weapons and drugs. Added to this is a commitment to finding peaceful and sustainable solutions to international disputes, the need to assist post-conflict states and regions in developing strategies to rehabilitate institutions and begin reconstruction and development in accordance with national priorities without interference, and commitment to comprehensive and sustainable development.

 

The chapter also covers Egypt’s role in nuclear non-proliferation and disarmament, migration and refugee issues, and combating human trafficking—emphasizing the principle of shared management of migration flows in a way that accommodates everyone’s interests. It further reviews Egypt’s activity in agencies such as UNESCO, the World Health Organization, and the Food and Agriculture Organization (FAO), its engagement in human rights-related issues, its role in regional organizations, as well as the role of Egyptian legal diplomacy.

 

In this context, Egypt views international organizations as a key platform for translating its foreign policy, leveraging them to promote peace and security, support development, and defend the interests of developing countries. This approach reflects an awareness that multilateralism is the optimal path to achieving strategic balance, despite challenges linked to major-power influence and resource constraints.


Chapter Seven: Combating International Terrorism
This chapter presents aspects of Egyptian foreign policy and the principles governing its movement in confronting the multi-faceted challenges imposed by international terrorism, and traces Egypt’s regional and international efforts to establish the foundations of a global system based on comprehensive and balanced international consensus to strengthen counterterrorism.

 

Egypt’s movement in international and regional organizations rests on several pillars, most notably: translating international resolutions and consensus into practical steps with tangible impact, including strengthening the UN’s role in building states’ capacities to confront terrorism; comprehensive confrontation of extremist media narratives and terrorist organizations’ ideologies through coordination among existing efforts, provision of technical assistance, capacity-building, and mobilization of financial resources; full implementation of UN Security Council resolutions on combating terrorist financing and the political will to compel funding or supporting states and parties to cease financing, while helping states build capacities to meet obligations; confronting the phenomenon of foreign terrorist fighters as one of the most dangerous dimensions; addressing the growing terrorist use of the internet and seeking common ground among states to counter it, while emphasizing the UN’s role as the umbrella for international action in this area.


Chapter Eight: Economic and Environmental Diplomacy
This chapter focuses on Egyptian economic diplomatic action, as well as environmental diplomacy, as two models of Egyptian diplomacy’s response to the requirements of shifting from traditional economic growth models toward comprehensive sustainable development.

Egyptian economic diplomacy has contributed to implementing the national strategy in priority strategic sectors within development plans, such as energy and transport/logistics. Egyptian diplomacy has also strengthened its role within multilateral international economic organizations and forums, foremost among them the UN Economic and Social Council, under whose umbrella important conferences and forums are organized, most notably the annual Financing for Development Forum and the UN Conference on Trade and Development (UNCTAD).

Among the achievements of this movement is Egypt’s accession to BRICS, creating opportunities to bolster national efforts toward socio-economic development, increase prospects for attracting foreign investment, strengthen economic relations and trade exchange with BRICS members, and provide opportunities for transferring expertise and technology.

On environmental diplomacy, Egypt has intensified participation in multilateral international efforts to confront climate change, reflecting awareness of structural changes in the global economic and trade systems and seeking to ensure representation of its interests in shaping the new global environmental order. The negotiating role of Egyptian environmental diplomacy is evident in climate COPs over the past decade, as well as in biodiversity conferences, where Egyptian diplomacy contributed to shaping the post-2020 Global Biodiversity Framework by developing practical, implementable targets supported by clear mechanisms, focusing on three pillars: the political pillar to enhance political presence of biodiversity issues internationally, regionally, and nationally; the media pillar to raise public awareness of biodiversity’s value and importance for sustainable development; and the financing pillar to mobilize financial resources needed to support biodiversity strategies.


Conclusion of the Review
This white paper reveals a qualitative shift in Egyptian diplomatic thinking: external discourse is no longer merely a reflection of day-to-day policies, but has become an integrated theoretical framework defining the state’s philosophy in navigating a complex regional and international environment. The document entrenches the concept of strategic balance as an instrument for managing international relations by combining independent national decision-making with openness to multiple partnerships—thereby enabling Egypt to safeguard its national interests and enhance its regional and international standing.

Academically, the white paper constitutes an important addition to the international relations literature. It presents an Egyptian model for managing the balance among major powers and offers a vision that can be compared with other states’ experiences in confronting global challenges. It also opens space for researchers to study the relationship between theory and practice in Egyptian foreign policy and confirms that Egyptian diplomacy has become more conscious of its role as a key actor in its Arab, African, and international environments.

Accordingly, the white paper’s core value lies in its function as a bridge between academic analysis and political decision-making, and as an indispensable reference for understanding the features of Egyptian foreign policy in the third decade of the twenty-first century—enhancing the ability of researchers and decision-makers to anticipate the future and draw more balanced and effective pathways.
