تقرير لـ مركز باستيت: التهديد الأمريكي بالتدخل العسكري في نيجيريا

الرئيس دونالد ترامب والتصريح بالعمل العسكري:

شهدت العلاقات النيجيرية الأمريكية هزة سريعة خلال الأسابيع الماضية بسبب تصريح الرئيس الأمريكي دونالد ترامب في أكتوبر 2025م والذي قال فيه إنه يدرس إمكانية تدخل عسكري أمريكي في نيجيريا بسبب ما وصفه بوجود حالة إبادة جماعية يتعرض لها المسيحيون هناك من قبل التنظيمات الإسلامية المتطرفة. جاء التهديد من الرئيس الأميركي دونالد ترامب باتخاذ إجراءات عسكرية ضد نيجيريا إذا لم توقف ما وصفه بـ"القتل المنهجي للمسيحيين" على يد "إرهابيين إسلاميين"، وقال إنه طلب من وزارة الدفاع التأهب لأي تدخل عسكري محتمل في نيجيريا.

كما حمل تصريح ترامب في منشور على منصته "تروث سوشيال" إشارة واضحة في اعتزامه لهذا الأمر حيث قال: "إذا استمرت الحكومة النيجيرية في السماح بقتل المسيحيين، فإن الولايات المتحدة ستوقف فورا جميع المساعدات والمعونات إلى نيجيريا، وقد نتحرك نحو ذلك البلد بكل قوتنا النارية للقضاء التام على الإرهابيين الإسلاميين الذين يرتكبون هذه الفظائع المروعة". وحذرت إدارة ترامب من أنها ستوقف المساعدات الأميركية وتفرض عقوبات على المسؤولين النيجيريين إذا لم تتخذ الحكومة خطوات كافية لوقف قتل المسيحيين.

 

كما ألمح ترامب إلى احتمال اتخاذ "إجراءات عسكرية"، تشمل ضربات جوية وربما نشر قوات برية، في حال استمرار العنف. مع التأكيد بالقول: "أوجه وزارة الحرب للاستعداد لأي عمل عسكري محتمل، وإذا هاجمنا فسيكون الهجوم سريعا وقاسيا، كما يهاجم أولئك السفاحون الإرهابيون مسيحيينا الأعزاء". واختتم منشوره بـ"تحذير: من الأفضل للحكومة النيجيرية أن تتحرك بسرعة".

سياق التصريح وإجراءات التصنيف:

 

من المهم جداً لاستيعاب القضية فهم السياق والإجراءات الفنية التقنية التي مر بها تصريح الرئيس الأمريكي وملابساته الإدارية والقانونية وكذلك تداعياته على السياسة الخارجية الأمريكية تجاه نيجيريا. فقد جاءت تلك التصريحات بعد أن صنف الرئيس ترامب في 31 من أكتوبر 2025م دولة نيجيريا على أنها "دولة مثيرة للقلق الخاص"، بسبب ما وصفه بـ"تهديد وجودي للمسيحية" في البلاد، مبرراً ذلك "بأنّ آلاف المسيحيين يُقتلون، ويتحمل إسلاميون متطرفون مسؤولية هذه المذبحة الجماعية"، بدون أن يقدم أدلة تدعم ادعاءاته.

 

تعليق المسؤول الرسمي لوزارة الحرب الأمريكية بعد تصريح الرئيس ترامب جاء سريعاً وفي الاتجاه التصعيدي، حيث دعم وزير الحرب الأميركي بيت هيغسيث تصريحات ترامب مهدداً "إما أن تحمي نيجيريا المسيحيين أو سنقضي على الإرهابيين الإسلاميين الذين يرتكبون الفظائع"، وقال إن "قتل المسيحيين الأبرياء يجب أن يتوقف في نيجيريا وفي أي مكان فوراً".

 

جاءت تلك التهديدات الأميركية عقب إعادة إدراج الولايات المتحدة لنيجيريا في قائمة «الدول ذات الاهتمام الخاص»، الجمعة، وهي الدول التي تصنفها واشنطن على أنها ضالعة في انتهاكات للحريات الدينية، وتضم الصين وميانمار وكوريا الشمالية وروسيا وباكستان. وتجدر الإشارة إلى أنّ اللجنة الأميركية للحريات الدينية الدولية أوصت في تقريرها الصادر في أبريل (نيسان) الماضي 2025م، بضم نيجيريا لهذه القائمة، قائلة إن «المسيحيين النيجيريين يواجهون انتهاكات منهجية ومستمرّة وخطيرة لحرية المعتقد».

 

وبالعودة للولاية الأولى للرئيس دونالد ترامب، قد سبق أن أدرج دولة نيجيريا على قائمة الدول المثيرة للقلق بشكل خاص، غير أن هذا التصنيف والإجراء تم إلغاؤه بعد تولي الرئيس جون بايدن الديمقراطي واتخذت إدارته قراراً بإزالة اسم نيجيريا من تلك القائمة المصنفة في عام 2021.

 

السلطات النيجيرية والموقف من تهديد ترامب:

 

رفضت السلطات النيجيرية الاتهامات الأمريكية الموجهة لنيجيريا جملة وتفصيلٍ، وأبدت أبوجا استياءً شديداً من تصريح الرئيس الأمريكي دونالد ترامب واعتبرته اتهامات بعيدة عن الواقع ولا تَمُتُّ بالصلة لحقيقة واقع التعايش الطائفي بين المكونات الدينية المختلفة على أرض نيجيريا. وبخصوص مكافحة الجماعات الإرهابية تعهدت الحكومة النيجيرية بمواصلة جهودها في مكافحة التطرف، معربة عن أملها في أن تظل الولايات المتحدة حليفاً وثيقاً.

الرئاسة النيجيرية تدعو ترامب للحوار:

 

اتسمت ردود الرئاسة النيجيرية بلهجة دبلوماسية هادئة رغم استنكارها للاتهام الأمريكي، وأعربت عن رغبة الرئيس بولا أحمد تينوبو في لقاء نظيره الأمريكي. وقال دانيال باوالا، المستشار الإعلامي للرئيس النيجيري: "لقد ساعد الرئيس ترامب نيجيريا كثيراً بالسماح ببيع الأسلحة لها. واستفاد الرئيس تينوبو من ذلك في مكافحة الإرهاب. ما سمح لنا بتحقيق نتائج جيدة". وأضاف: "أما فيما يتعلق بما إن كانت الهجمات الإرهابية في نيجيريا تستهدف فقط المسيحيين، أو أنها تستهدف كل المعتقدات وغير المؤمنين كذلك، فإن هذا الأمر يُناقش بين الرئيسين حين يلتقيان في الأيام المقبلة".

 

وفي رد وزارة الخارجية النيجيرية في بيان لها قالت: "ستواصل الحكومة الفدرالية الدفاع عن جميع المواطنين، بغض النظر عن العرق أو العقيدة أو الدين. وكما هو الحال في أميركا، لا خيار أمام نيجيريا سوى الاحتفاء بالتنوع الذي يمثل أعظم قوتها". تأكيد البيان على طبيعة التدينية للدولة كان واضحاً ولكن وصفه بالتدين المتسامح بالقول: "نيجيريا دولة متدينة تحترم الإيمان والتسامح والتنوع والشمول، بما يتماشى مع النظام الدولي". وعلى المستوى الوطني نددت أوساط شعبية وهيئات مدنية ومنظمات دينية مسيحية وإسلامية بالتهديد الأمريكي ووصفتها بأنها اتهامات لها خلفية سياسية وإمبريالية لكنها مغلفة بستار الدفاع عن المسيحيين أو الحماية الدينية.

 

تدخل عسكري ضد نيجيريا ليس حلاً:

 

من خلال نظرة متفحصة للتهديد الأمريكي ولواقع التداخل الديني والطائفي في نيجيريا، يلاحظ أن تهديدات ترامب باستخدام القوة ضد نيجيريا، في سياق ما يقول إنه عملية عسكرية لحماية المسيحيين، نجد أن ذلك يشكل خرقًا للقانون الدولي وميثاق الأمم المتحدة. ولا شك أنّ مثل هذا الخطاب السياسي من مسؤول أعلى في البيت الأبيض من شأنه أن يؤجج التوترات الدينية، لأن ممارسات العنف لا يمكن اختزالها في صراع ديني فالعمليات الإرهابية تمس المسلمين والمدنيين من مختلف الأعراق.

 

فتهديدات ترامب باستخدام القوة ضد دولة ذات سيادة مثل نيجيريا، بمعزل عن الموقف الحالي والإدانة الطبيعية للجرائم التي تحدث، يشكل خرقاً لمبادئ القانون الدولي العام لا سيما ميثاق الأمم المتحدة، الذي يحظر اللجوء إلى القوة خارج نطاق الدفاع الشرعي عن النفس أو قرار صادر عن مجلس الأمن. وبالتالي، فإن خطابه لا يحمل مخاطر تأجيج التوترات الدينية فحسب، بل يشكل سابقة خطيرة لتسييس مبدأ الحماية وتوظيفه خارج النطاق القانوني والإنساني المشروع.

 

ووفق تقديرنا فإن الولايات المتحدة الأمريكية قد لا تكون تهدف إلى القيام بعمل عسكري مباشر ضد نيجيريا، ولن تتسرع في التدخل العسكري المباشر إلا في حال تطور دراماتيكي في المشهد مثل تفاقم العنف الطائفي بشكل مروع وأسفر عن سقوط عشرات الضحايا. والخيار الأكثر احتمالاً هو الضغط على الحكومة النيجيرية لاتخاذ إجراءات أمنية أكبر، بما في ذلك عمليات استخباراتية وهجمات مركزة ضد الجماعات المسلحة، مع احتمال استخدام الضربات الجوية كأداة ردع محدودة إذا فشلت هذه الإجراءات.

 

العنف بمنطقة الحزام الأوسط في نيجيريا طائفي ديني أم قبلي؟

 

على الرغم من انتقادنا الشديد للتهديد الأمريكي لنيجيريا في تهمة وجود الإبادة الممنهجة للمسيحيين في البلاد، يجب أن نقر بوجود ضعف ونقص في مشروع الدولة النيجيرية لمواجهة التنظيمات الإرهابية المتشددة في منطقة شمال البلاد، وقد شابه فشل واضح في بعض السياسات الرسمية المتبعة في مواجهة الإرهاب وأوقع عدداً من المواطنين ضحايا موجات القتل الجماعي الذي ينفذه عناصر جماعة بوكو حرام ويطال المسلمين والمسيحيين، الرجال والنساء، في كل مكان على حد سواء.

 

فالجماعات الإرهابية المسلحة والعصابات الإجرامية يرتكبون في نيجيريا مجازر بحق المواطنين الأبرياء، والأمر لا يقتصر على المسيحيين بل الضحايا من المسلمين والمسيحيين، لكن عندما يتعلق بالعمليات الإرهابية والعصابات الإجرامية في منطقة الحزام الأوسط في نيجيريا، حيث لا يكون الدافع دينياً في الأساس، فإن العامل العرقي القبلي هو الذي يأتي في المقدمة والمحرك الأساس لكنه يتقاطع مع العامل الديني الطائفي بالضرورة؛ فالمسلمون والتجار والأطفال والنساء وجميعهم في الغالب من الفلاني الهوساوي يقعون في مذبحة في مواجهة المجموعة القبلية الأخرى التي تنتمي معظمها إلى الديانة المسيحية، فهنا تتداخل التفسيرات والعوامل فتختلط الأوراق والتحليلات والتقارير.

 

على النحو الذي نجده عند وكالة الصحافة الفرنسية وغيرها، حيث أظهرت بيانات للمؤسسة الأفريقية أن الضحايا المسلمين تفوق أعدادهم المسيحيين أحياناً، «فقد قضى 52915 مدنياً في اغتيالات سياسية محددة الهدف منذ عام 2009، ويشمل الرقم المسلمين والمسيحيين». وتشير البيانات إلى وقوع ما لا يقل عن 389 حالة عنف استهدفت المسيحيين بين عامي 2020 و2025، أوقعت 318 قتيلاً على الأقل. وخلال الفترة نفسها، استهدف 197 هجوماً مسلمين، أسفرت عن 418 قتيلاً على الأقل، حسب وكالة الصحافة الفرنسية.

خلفية العنف بمنطقة الحزام الأوسط بنيجيريا

 

تمثّل مشكلة مدينة جوس واحدة من الأزمات المزمنة في نيجيريا، وتأتي الاشتباكات الطائفية فيها كواحدة من سلسلة اضطرابات تشهدها نيجيريا بين حين وآخر والتي تعتبر من العوامل المهددة للوحدة الوطنية ولمستقبل الاتحاد الفدرالي لنيجيريا. ويؤجج العنف في تلك المنطقة عاملان: أولهما طائفي، ثم قبلي وسمة أخرى هي أقلية عرقية. فالمواجهات الطائفية بين المسلمين والمسيحيين جزء من السيناريوهات المعدّة لتنفيذ مخططات التفكيك للبيت الشمالي الكبير.

 

ومنطقة الحزام الأوسط المطالب بها ستضم ست ولايات (بلاتو وعاصمتها مدينة جوس، وولاية بنوي وغنغولا وكوغي ونيجر وترابا ونصراوا) من أصل 19 ولاية يتكوّن منها إقليم شمال نيجيريا، والذي يشكل بدوره أكبر الأقاليم السياسية الثلاثة. وتتبع ست ولايات للإقليم الغربي وعشر ولايات للإقليم الشرقي، وتوجد الأغلبيّة والكثافة الإسلاميّة في الإقليم الشماليّ بنسبة كبيرة، لهذا فإن المحاولات الرامية لتفتيت الإقليم الشمالي تستهدف إضعاف القوّة التأثيريّة والنفوذ القوي اللذين يتمتع بهما الشمال، وتتكئ الأقلية المسيحية في جهودها لتحقيق هذا الهدف على دعاوى التهميش ومحاولة المسخ الثقافي لهُويتها لتكسب التعاطف المحلي والإقليمي والدولي.

 

المقصديات السياسية والدينية للتهديد الأمريكي؟

 

لعله من الأكثر مناسبة مقاربة الموضوع بمنهجية تحليلية للوقوف على المرامي والمقصديات الغائية المخفية وراء تلك التصريحات والإجراءات. ورغم أن خطاب الرئيس ترامب بدا في ظاهره مغزى إنسانياً، إلا أن توقيته ومضمونه يوحيان بأنه يتجاوز البعد الإنساني إلى بعدٍ سياسي وانتخابي خفيّ، وربما يشكل محاولة غير مباشرة للتأثير على مسار الانتخابات القادمة في البلاد.

 

ومعروف عن الرئيس ترامب أنه طالما استخدم الخطاب الديني المحافظ لاستمالة الشارع الغربي، وبالتأكيد أنه يعود مجدداً ليوظّف مأساة نيجيريا كورقة ضغط سياسية جديدة، ليؤثر — ولو من بعيد — في مخرجات الساحة السياسية النيجيرية. كما لا يمكن أن نتجاهل أن الانتخابات في نيجيريا باتت قد اقتربت، وأن البلاد تُعدّ واحدة من أهم الديمقراطيات في إفريقيا. ومع ذلك، فإن الديمقراطية الغربية — التي ترفع شعار الحرية والمساواة — لا تتقبل رؤية رئيسٍ ونائبه كلاهما من المسلمين، حتى لو كان ذلك ثمرة اختيار شعبي حرّ.

 

وانطلاقاً من هذه الخلفية يمكن قراءة تصريحات ترامب على أنها رسالة ضغطٍ مبطّنة للسياسيين في نيجيريا، مفادها أنه "لا بد أن يكون أحد الرئيسين مسيحيًا"، حفاظًا على ما يسمّونه "التوازن"، حتى لو جاء ذلك على حساب الإرادة الديمقراطية الحقيقية للشعب النيجيري.

 

السلطات النيجيرية والاستجابة لمطالب أمنية:

 

وسط عمليات مد وجزر بين واشنطن وأبوجا، فإن هامش المناورة قد يكون محدوداً نظراً للتعقيد الشديد للأوضاع والقدرة المحدودة نسبياً لنيجيريا في الاستجابة للمطالب الأمريكية، فالقوات الأمنية النيجيرية منشغلة بالفعل في مواجهة تحديات أمنية متعددة تشمل الشمال ومناطق دلتا النيجر الغنية بالنفط وجنوب شرق البلاد. ففي شمال البلاد تصاعدت هجمات جماعات مثل بوكو حرام وفصيلها المنشق "تنظيم الدولة في غرب أفريقيا"، أما مناطق دلتا النيجر الغنية بالنفط فتواجه تهديدات من جماعات مسلحة أخرى، فضلاً عن الجنوب الشرقي حيث ينشط الانفصاليون الإيبو.

 

يضاف إلى ذلك تفاقم الأزمة بسبب التوترات المستمرة بين الرعاة المسلمين من عناصر الفولاني والمزارعين في الجنوب من اليوربا والذين بعضهم مسيحيون، وهي من بين مصادر التوتر المستمرة والمتجددة على خلفية شكاوى تتعلق بالسيطرة على الأراضي والمياه، في ظل النمو السكاني السريع. وبالاستناد إلى هذه القيود اللوجستية والأمنية، من الصعب على الحكومة الفدرالية أن نتوقع حلاً سحرياً وشيكاً للأزمة المتداخلة ذات الجذور المتقاطعة نظراً لعلاقتها بالقاعدة الانتخابية وقرب موعد الاستحقاقات الرئاسية المقبلة 2027 والتي بدأت الاستعدادات لها من الأحزاب المعارضة التي تعهدت بسحق وطرد الرئيس بولا تينوبو من القصر الرئاسي عبر الصندوق الانتخابي.

 

لأن أي تركيز للحكومة النيجيرية على استهداف مليشيات الفولان قد يثير انتقادات شديدة من النخب الشمالية والسياسيين، الذين قد يتهمون الرئيس النيجيري بولا أحمد تينوبو بالانحياز ضد الرعاة في الصراع الطويل بين المزارعين والرعاة، ما يزيد من تعقيد تنفيذ عمليات عسكرية واسعة.

 

نيجيريا وحزمة من الإجراءات الأمنية:

 

بعد توجيه الرئيس الأمريكي للاتهام لنيجيريا بممارسة ممنهجة لإبادة المسيحيين، شهدت مناطق في شمال البلاد عمليات عنف وخطف لتلميذات المدارس يعتقد أنهم ينتمون للديانة المسيحية على أيدي عصابات إجرامية، الأمر الذي ارتفعت معه المخاوف والتوتر في أوساط المواطنين وتزايدت معه الضغوط على إدارة الرئيس أحمد بولا تينوبو، وحمّلتها جهات وهيئات مدنية عديدة مطالب شديدة اللهجة بوصف إدارته للبلاد بالفاشلة أمنياً، كل ذلك دفع الرئيس النيجيري لإعلان الشروع في سلسلة من التدابير لتعزيز الأجهزة الأمنية ومجموعة حزمة من الإجراءات ذات طبيعة أمنية على كافة التراب الوطني والتي منها:

 

إعلان حالة الطوارئ الأمنية على مستوى الدولة الفدرالية وفرض ما يستتبعها من إجراءات.

 

اعتماد خطة زيادة أفراد القوات الأمنية على الأرض على وجه السرعة خاصة في المناطق التي تعاني من تحديات أمنية حادة.

 

توسيع حركة التجنيد للشباب في صفوف الجيش والشرطة مع تفويض الجيش النيجيري وقوات الشرطة النيجيرية صلاحيات أوسع بزيادة كبيرة في تجنيد الأفراد والعناصر الجدد.

 

إطلاق حملة شعبية واسعة للتجنيد في أجهزة الشرطة يقدر في المرحلة الأولى بحوالي 20,000 ضابط إضافي، ليصبح إجمالي المستهدف 50,000 عنصر.

 

التوجيه بفتح واستخدام معسكرات الخدمة الوطنية (NYSC) للتدريب والسماح لأجهزة الشرطة بتحويل عدد من معسكرات الخدمة الوطنية للشباب إلى مراكز تدريب لتسريع إعداد المجندين الجدد.

 

التوجيه بمراجعة اللوائح والتنظيمات الخاصة بالحراسة وتأمين الشخصيات المهمة في الدولة بما يسمح بسحب وإعادة تدريب حراس كبار الشخصيات، بحيث يتم سحب جميع أفراد الشرطة المكلفين بحماية كبار الشخصيات والأشخاص غير المخوَّلين فوراً، وإخضاعهم لتدريب مكثف قبل إعادة نشرهم في المناطق المتأثرة بالجريمة.

 

التوجيه بفرض الأمن وتأمين المناطق المتوترة عبر نشر قوات حرس خاصة لتأمين الغابات مع تكثيف وجود عناصر مدربة من عناصر جهاز أمن الدولة (DSS) للعمل بالتوازي مع القوات الشرطية وتوفير معلومات استخباراتية لتطهير الغابات من الإرهابيين واللصوص وقطاع الطرق.

 

التوجيه بفتح تجنيد إضافي في جهاز أمن الدولة لتسريع وتيرة العمليات في مناطق الغابات، كما وجه الرئيس الجهاز بتجنيد المزيد من الأفراد المخصصين لحراسة الغابات وتأمينها.

تقديم مزيد من الدعم المادي واللوجستي من السلطات الفدرالية للأجهزة الأمنية على مستوى الولايات، بحيث تُقدم الحكومة الفيدرالية الدعم اللوجستي والمالي والتشغيلي للولايات التي أنشأت أو تخطط لإنشاء أجهزة أمنية خاصة بها.

 

التوجيه بمراجعة تشريعية بشكل عاجل للسماح بتوسيع عمل شرطة الولايات وتعديل القوانين ذات الصلة لتمكين الولايات الراغبة من إنشاء مزيد من قوات الشرطة الولائية.

 

تشكيل لجنة مركزية لحل نزاعات الرعاة والمزارعين وإدارة الثروة الحيوانية بالتعاون مع وزارة تنمية الثروة الحيوانية الجديدة، وإنهاء الرعي المفتوح، واحتضان نظام التربية في المزارع بوصفها السبيل المستدام، وتسليم كل الأسلحة غير المرخصة طواعية.

 

التوجيه بإعادة النظر في المدارس الداخلية بمناطق غير آمنة عبر مراجعة قوانين إنشاء أو استمرار المدارس الداخلية في المناطق النائية وغير الآمنة التي تفتقر إلى الحماية الأمنية الكافية.

 

تعزيز الحماية الأمنية لدور العبادة المساجد والكنائس ودور العبادة الأخرى، خاصة في المناطق الهشة، مع توجيه أجهزة الأمن بتوفير حماية شرطية وأمنية دائمة أثناء التجمعات والصلوات.

 

هذه التوجيهات تمثل استجابة شاملة وعاجلة للتحديات الأمنية الراهنة التي تواجهها نيجيريا.

**President Donald Trump and the Statement on Military Action**

U.S.–Nigerian relations have experienced a sudden jolt in recent weeks following a statement by U.S. President Donald Trump in October 2025, in which he said he was considering the possibility of American military intervention in Nigeria due to what he described as a situation of genocide being carried out against Christians there by extremist Islamist organizations.

 

The threat from President Donald Trump to take military action against Nigeria if it did not stop what he called the “systematic killing of Christians” at the hands of “Islamist terrorists” was explicit. He said he had asked the Department of Defense to be prepared for any potential military intervention in Nigeria.

 

Trump’s statement, posted on his platform “Truth Social,” carried a clear indication of his intent when he said: “If the Nigerian government continues to allow the killing of Christians, the United States will immediately halt all aid and assistance to Nigeria, and we may move toward that country with all our firepower to completely wipe out the Islamist terrorists committing these horrific atrocities.” The Trump administration warned that it would halt U.S. aid and impose sanctions on Nigerian officials if the government failed to take sufficient steps to stop the killing of Christians.

 

Trump also hinted at the possibility of taking “military measures,” including air strikes and potentially the deployment of ground troops, should the violence continue. He underlined this by saying: “I direct the Department of War to prepare for any possible military action, and if we strike, it will be fast and brutal, just as those terrorist butchers attack our beloved Christians.” He concluded his post with a warning: “Warning: the Nigerian government had better move quickly.”

 

**The Context of the Statement and Designation Procedures**

To fully understand the issue, it is very important to grasp the context and the technical procedures that preceded the U.S. president’s statement, as well as its administrative and legal dimensions and its impact on U.S. foreign policy toward Nigeria.

 

These remarks came after President Trump, on 31 October 2025, designated Nigeria as a “Country of Particular Concern,” citing what he called an “existential threat to Christianity” in the country, justifying this by claiming that “thousands of Christians are being killed and extremist Islamists are responsible for this mass slaughter” – without providing evidence to support his claims.

 

The official response from the U.S. Department of War to President Trump’s statement came swiftly and in an escalatory direction, as U.S. Secretary of War Pete Hegseth backed Trump’s remarks, threatening that “either Nigeria protects Christians or we will wipe out the Islamist terrorists who are committing these atrocities,” adding that “the killing of innocent Christians must stop in Nigeria and anywhere else immediately.”

 

These American threats came after the United States re-listed Nigeria on the “Special Watch List” of “Countries of Particular Concern” on Friday – states which Washington classifies as being involved in violations of religious freedom – a list that also includes China, Myanmar, North Korea, Russia, and Pakistan. It is worth noting that the U.S. Commission on International Religious Freedom had recommended in its April 2025 report that Nigeria be added to this list, stating that “Nigerian Christians face systematic, ongoing, and egregious violations of freedom of belief.”

 

Looking back to President Trump’s first term, he had already placed Nigeria on the list of Countries of Particular Concern. However, that designation and related measures were revoked after Democratic President John Biden took office, when his administration decided in 2021 to remove Nigeria from that list.

 

**The Nigerian Authorities and Their Position on Trump’s Threat**

The Nigerian authorities categorically rejected the U.S. accusations leveled at Nigeria and Abuja expressed deep displeasure at President Donald Trump’s statement, considering the accusations to be far removed from reality and unrelated to the true state of sectarian coexistence among the different religious components on Nigerian soil.

 

Regarding the fight against terrorist groups, the Nigerian government pledged to continue its efforts to combat extremism, expressing its hope that the United States would remain a close ally.

 

**The Nigerian Presidency Calls Trump to Dialogue**

Despite its condemnation of the U.S. accusation, the response of the Nigerian presidency was marked by a calm, diplomatic tone. It expressed President Bola Ahmed Tinubu’s desire to meet his American counterpart.

 

Daniel Bwala, the media adviser to the Nigerian president, said: “President Trump helped Nigeria greatly by allowing the sale of weapons to it. President Tinubu benefited from this in combating terrorism, which allowed us to achieve good results.” He added: “As for whether terrorist attacks in Nigeria target only Christians, or all faiths and non-believers as well, that matter will be discussed between the two presidents when they meet in the coming days.”

 

In its response, the Nigerian Ministry of Foreign Affairs said in a statement: “The federal government will continue to defend all citizens, regardless of ethnicity, creed, or religion. As in America, Nigeria has no choice but to celebrate the diversity that constitutes its greatest strength.”

 

The statement clearly emphasized the religious nature of the state, but described it as religiously tolerant, saying: “Nigeria is a religious state that respects faith, tolerance, diversity, and inclusion, in line with the international order.”

 

At the national level, popular circles, civil society bodies, and both Christian and Muslim religious organizations condemned the American threat and described it as an accusation with political and imperial motives, cloaked under the guise of defending Christians or religious protection.

 

**Military Intervention Against Nigeria Is Not a Solution**

A careful look at the American threat and the reality of religious and sectarian interpenetration in Nigeria shows that President Trump’s threats to use force against Nigeria, in the context of what he describes as a military operation to protect Christians, constitute a violation of international law and the Charter of the United Nations.

 

There is no doubt that political discourse of this sort by the highest official in the White House would inflame religious tensions, since acts of violence cannot be reduced to a religious conflict. Terrorist operations affect Muslims and civilians of various ethnicities alike.

 

Trump’s threats to use force against a sovereign state such as Nigeria—regardless of current positions and the natural condemnation of crimes taking place—constitute a breach of the principles of public international law, especially the UN Charter, which prohibits the use of force outside the framework of legitimate self-defense or a decision issued by the Security Council. Thus, his rhetoric not only risks fueling religious tensions, but also sets a dangerous precedent in politicizing the principle of protection and employing it outside its legitimate legal and humanitarian scope.

 

In our assessment, the United States may not actually be seeking to carry out direct military action against Nigeria, and will not hasten to intervene militarily unless there is a dramatic development on the ground, such as a horrifying escalation of sectarian violence resulting in the deaths of dozens of victims.

 

The more likely option is to exert pressure on the Nigerian government to take stronger security measures, including intelligence operations and targeted attacks against armed groups, with the possibility of using air strikes as a limited deterrent tool if these measures fail.

 

**Is the Violence in Nigeria’s Middle Belt Religious–Sectarian or Tribal?**

Despite our strong criticism of the American threat against Nigeria under the accusation of systematic genocide against Christians in the country, we must acknowledge the weakness and shortcomings of the Nigerian state’s project to confront extremist terrorist organizations in northern Nigeria. There has been clear failure in some official policies adopted to confront terrorism, resulting in waves of mass killings by Boko Haram that have claimed victims among Muslims and Christians, men and women alike, everywhere without distinction.

 

Armed terrorist groups and criminal gangs in Nigeria commit massacres against innocent civilians, and the victims are not limited to Christians – they include both Muslims and Christians. However, when it comes to terrorist operations and criminal gangs in Nigeria’s Middle Belt, where the primary motive is not religious, the key driver is ethnic and tribal, even though it inevitably intersects with the religious–sectarian factor.

 

Muslims, traders, children, and women – most of whom are from the Fulani Hausa – fall victim to massacres in confrontations with another tribal group, the majority of whose members belong to Christianity. In such contexts, interpretations and factors overlap, and analyses and reports become entangled.

 

This is evident, for example, in coverage by Agence France-Presse and others, where data from an African monitoring organization shows that Muslim victims sometimes outnumber Christian victims: “Since 2009, 52,915 civilians have been killed in targeted political assassinations, and this figure includes both Muslims and Christians.” The data indicate that at least 389 incidents of violence targeting Christians took place between 2020 and 2025, leaving at least 318 dead. During the same period, 197 attacks targeted Muslims, resulting in at least 418 deaths, according to Agence France-Presse.

 

**Background of Violence in Nigeria’s Middle Belt**

The crisis in the city of Jos represents one of Nigeria’s chronic problems. Sectarian clashes there are part of a series of recurrent disturbances that Nigeria experiences from time to time—factors that threaten national unity and the future of the Nigerian federal union.

 

Violence in that region is fueled by two main factors: first, a religious–sectarian one, and second, a tribal–ethnic one, alongside another feature—minority status. Sectarian confrontations between Muslims and Christians are part of pre-planned scenarios aimed at implementing schemes to fragment the “greater northern house.”

 

The proposed Middle Belt region would include six states (Plateau with its capital Jos, Benue, Gongola, Kogi, Niger, Taraba, and Nasarawa) out of the nineteen states that make up northern Nigeria, which in turn is the largest of the country’s three political regions. Six states belong to the western region and ten to the eastern region.

 

The northern region has a large Muslim majority and high Islamic population density. For this reason, attempts to fragment the north aim to weaken its influential power and strong political clout. The Christian minority in the region bases its efforts in this regard on claims of marginalization and attempts to erase its cultural identity, seeking local, regional, and international sympathy.

 

**The Political and Religious Motives Behind the U.S. Threat**

It is more appropriate to approach this issue with an analytical methodology aimed at uncovering the underlying intentions and hidden objectives behind these statements and measures.

 

Although President Trump’s rhetoric appears on the surface to have a humanitarian purpose, its timing and content suggest that it goes beyond the humanitarian dimension to a hidden political and electoral dimension, and may constitute an indirect attempt to influence the course of upcoming elections in the country.

 

It is well known that President Trump has long used conservative religious discourse to appeal to Western public opinion. It is quite likely that he is once again exploiting Nigeria’s tragedy as a new political pressure card to influence—albeit from afar—the outcomes of Nigeria’s political arena.

 

We cannot ignore the fact that elections in Nigeria are approaching, and that the country is considered one of the most important democracies in Africa. Yet Western democracy—which raises the slogans of freedom and equality—does not seem to accept the idea of a president and vice president who are both Muslims, even if that is the product of a free popular choice.

 

From this perspective, Trump’s statements can be read as a veiled message of pressure on Nigerian politicians, implying that “one of the two top officeholders must be Christian,” in order to preserve what is called “balance,” even if this comes at the expense of the genuine democratic will of the Nigerian people.

 

**The Nigerian Authorities and Their Response to Security Demands**

Amid the ebb and flow between Washington and Abuja, the margin for maneuver may be limited given the extreme complexity of the situation and Nigeria’s relatively limited capacity to meet U.S. demands. Nigerian security forces are already heavily engaged in confronting multiple security challenges across the north, the oil-rich Niger Delta, and the southeast of the country.

 

In the north, attacks by groups such as Boko Haram and its splinter faction “Islamic State West Africa Province” have escalated. The oil-producing Niger Delta region faces threats from other armed groups, while the southeast sees activity by Igbo separatists.

 

Compounding the crisis are ongoing tensions between Muslim Fulani herders and farmers in the south, many of whom are Yoruba Christians, one of the most persistent and recurring sources of conflict, driven by disputes over land and water in the context of rapid population growth.

Given these logistical and security constraints, it is difficult to expect the federal government to come up with a swift magic solution to an overlapping crisis with intersecting roots, especially considering its relation to the electoral base and the proximity of the 2027 presidential election, for which preparations have already begun among opposition parties that have vowed to “crush and oust” President Bola Tinubu from the presidential palace via the ballot box.

 

Any perceived focus by the Nigerian government on targeting Fulani militias could provoke intense criticism from northern elites and politicians, who might accuse President Bola Ahmed Tinubu of bias against herders in the longstanding conflict between farmers and herders—further complicating the implementation of large-scale military operations.

 

**Nigeria and a Package of Security Measures**

After President Trump accused Nigeria of systematically perpetrating genocide against Christians, several areas in northern Nigeria witnessed violent incidents and the kidnapping of schoolgirls believed to be Christians by criminal gangs. This raised public fears and tensions and increased pressure on President Bola Ahmed Tinubu’s administration, which many civic bodies sharply criticized as a security failure.

 

All of this pushed the Nigerian president to announce the launch of a series of measures to reinforce the security apparatus and a package of security-oriented steps across the entire national territory, including:

* Declaring a state of security emergency at the federal level, along with its attendant measures.

 

* Adopting a plan to urgently increase the number of security personnel on the ground, especially in areas suffering from acute security challenges.

 

* Expanding recruitment of young people into the army and police, granting the Nigerian army and police broader powers to significantly increase recruitment of new personnel.

 

* Launching a broad national recruitment campaign into the police, initially estimated at around 20,000 additional officers, bringing the total target to 50,000 personnel.

 

* Directing that National Youth Service Corps (NYSC) camps be opened and used for training, and allowing the police to convert a number of youth NYSC camps into training centers to accelerate the preparation of new recruits.

 

* Directing a review of regulations and arrangements related to guarding and securing VIPs, allowing for the withdrawal and retraining of VIP guards, such that all police personnel assigned to protect VIPs and unauthorized persons are immediately withdrawn and subjected to intensive training before being redeployed to crime-affected areas.

 

* Directing the imposition of security and the securing of tense areas through the deployment of special guard forces to secure forests, intensifying the presence of well-trained State Security Service (DSS) personnel to work in parallel with police forces and provide intelligence to clear forests of terrorists, thieves, and bandits.

 

* Directing additional recruitment into the State Security Service to accelerate operations in forest regions, and instructing the Service to recruit more personnel dedicated to guarding and securing forests.

 

* Providing more material and logistical support from federal authorities to security agencies at the state level, with the federal government offering logistical, financial, and operational support to states that have established or plan to establish their own security outfits.

 

* Directing an urgent legislative review to allow the expansion of state policing and amending relevant laws to enable willing states to create more state police forces.

 

* Establishing a central committee to resolve herder–farmer disputes and manage livestock resources in cooperation with the new Ministry of Livestock Development, ending open grazing and adopting ranching as the sustainable path, alongside the voluntary surrender of all unlicensed weapons.

 

* Directing a review of boarding schools in unsafe areas by revisiting regulations governing the establishment or continued operation of boarding schools in remote and insecure regions lacking adequate security protection.

 

* Reinforcing security protection for places of worship—mosques, churches, and other religious sites—especially in fragile areas, and instructing security services to provide permanent police and security protection during gatherings and prayers.

 

These directives represent a comprehensive and urgent response to the current security challenges facing Nigeria.
